Rev. Benjamin Halley brings to JHBALS SPECTRUM INTERNATIONAL INC. exceptional soft people skills. He has served as an Associate Minister at the Saint Paul Baptist Church in Harlem for the past twenty-five years. He is known throughout the Harlem Community for his soft- spoken, nurturing manner. His theme has and continues to be one of love and respect for oneself and others. Rev. Halley serves as the Visitation Minister for Saint Paul's congregation and can be found visiting and comforting the sick and shut-in almost every day. He brings warmth, sunshine, hope, joy and faith to any hospital room. He is also well known in the Jamaica, Queens Community as GRANDPA. Since September, 1996 when his grandson at the age of 3 years old went to the Allen AME Christian School in Jamaica, New York, Rev. Halley voluntarily visits two to three times per week to both the Pre-School and the "Big" School. His continuous demonstration of love and guidance for children, his display of affection, protection and gentle firmness has resulted in the Allen School children, teachers, administrators
and parents all calling him Grandpa. His youthfulness and inspirational spirit is captivating.

Rev. Halley served as a New York City employee working as a maintenance worker in the Supreme Court Building. It was an attorney who recognized his potential and recommend he take the test for MTA. He was accepted. His outstanding ability to communicate on all levels of the organization helped to propel him as he climbed the ladder at the New York City Transit Authority / MTA . He began his career as a railroad clerk. While working in the Toll Booths, he met many passengers. Soon many passengers began to come to his Booth just to "chat". He always found time to sell you tokens and to wish you a special good morning. A positive thought and a warm smile accompanied each token purchase for his regular passengers or any passenger he believed it was appropriate to share his gifts with.

Word of Rev. Halley's ability to communicate most effectively with passengers quickly came to the attention of the MTA management and he was promoted to work in the Main Office at the Jay Street Building in Brooklyn, NY. Working at MTA's Main Control Desk, Rev Halley utilized his talent of establishing and maintaining effective interpersonal relationships to enhance the communication and working relationship between supervisors, administrators, railroad clerks, cleaners and other employees in the field.

Rev. Halley's extraordinary ability to communicate, give and expect respect led to his promotion within the Office of the General Superintendent where he was placed in charge of the Telephone Compliant Department. He received numerous awards and recognition for his effective handling of complaints from irate passengers, employees and supervisors involved in the compliant process. Whenever the Main Office was given an extremely challenging and difficult problem to solve, the officials gave the assignment to Rev. Halley, Mr. Improviser, as they nicknamed him. MTA officials knew he would always find a way to get the job done though his ability to communicate and work effectively with all of MTA's stakeholders. He could be depended upon to always accomplish the task. Rev. Halley retired as a Supervisor with MTA in 1989. He still recites to almost anyone he meets, the phrase which made him most popular with thousands of MTA employees and passengers over his quarter century tenure ----"Let no one mess up your day! If you do, it's your own fault!" Communicate with LOVE!
